Definition
Indexing is the process by which a search engine processes a crawled page and decides whether to store it in its searchable index. It is separate from publishing, discovery, crawling, ranking, impressions, and clicks.
Why indexing matters in programmatic SEO
For programmatic SEO, indexing matters because a live URL is only the start of the search lifecycle. A page can return 200, appear in a sitemap, and be linked internally while Google still has not crawled it, has crawled it without indexing it, or has grouped it under another canonical URL.
That distinction keeps teams from treating one index-rate number as the diagnosis. If a page family is not fully indexed, first separate discovery, crawling, directives, canonicalization, technical failures, and page-family quality patterns. The right action depends on where the URLs are actually stopping.
A simple example
A company publishes 800 location pages. Search Console later shows some as indexed, some as Discovered - currently not indexed, some as Crawled - currently not indexed, and a smaller group as duplicates under another canonical.
Those states describe different outcomes. The discovered URLs may need time or stronger discovery paths; a fetch failure needs a technical fix; duplicate canonicalization raises a page-ownership question; and crawled-but-not-indexed pages deserve comparison with indexed siblings rather than an automatic conclusion that the content is thin.

“Publishing a page, submitting a sitemap, or passing an indexability check means the page will be indexed. Those steps can make a page discoverable and technically eligible, but search engines still decide whether and how to index it.”
