One template, one list of names
Every page says the same thing with a different noun in it. The URLs are unique, the titles are unique, and every page clears the word-count threshold — length is not what is missing. No page carries anything its siblings do not, and the audit blocks the set as a high-risk, low-value pattern. Whether a given set crosses Google's spam policies turns on intent and on what a visitor actually gets, which no automated check decides; this is a quality verdict, not a policy ruling.
