Sibling pages remain almost identical after page-specific names are ignored.

When this rule appears
Sibling content reaches the configured same-page similarity threshold (default 0.95); low comparison coverage is downgraded to Review.
Why it matters
Decide what changes next
Read this finding as evidence about the affected page, not as a verdict on the whole site. A Review finding needs a decision; a Blocked finding should be addressed before the page moves forward. Coverage findings mean the check is incomplete, not that the page passed.
