Not measured is not a pass
Coverage is part of the product result. When the evidence is missing or a bounded scan cannot see something, pSEO Guard should say so directly.

Missing body text
Content-risk checks need content_text. In workflows where body content is expected, a page without it receives content_risk_not_measured rather than a clean content verdict.
Pairwise sampling
The same-page-with-a-different-name check uses a deterministic pair budget for very large groups of pages that share a template. Rows excluded from pairwise comparison receive content_risk_not_compared so sampling cannot masquerade as a pass.
Analysis failure
If content-risk analysis fails, content_risk_failed keeps affected pages reviewable instead of leaving the structural verdict in place.
Live-site scan gaps
Existing Site Guard reports how many pages were retrieved, how many included body text and whether intent was measurable. A crawl budget or robots exclusion is a coverage boundary, not evidence that no collision exists.
